Brownfields Grant

About the Brownfields Grant:
The City of Mandan previously received a $300,000 Brownfield Community-wide Assessment Grant in 2021 to help assess, clean up, and plan for the reuse of vacant or underutilized properties across the city. The grant supported Phase I and II Environmental Site Assessments, hazardous building material surveys, cleanup planning, and other reuse planning efforts. Funding was available through 2024, and no additional applications are being accepted.

 

Program Goals: 
The program was intended to help property owners identify potential environmental concerns on their properties, such as mold, lead-based paint, asbestos, petroleum, and other hazardous materials. By uncovering these issues early, assessments could support future funding requests for cleanup or redevelopment. Grant funds could be used for Phase I and II Environmental Site Assessments, hazardous building material surveys, and planning for site reuse or cleanup—key steps in preparing properties for redevelopment or expansion.

 

2025 Grant Progress Update
The City of Mandan has seen significant benefits from its Brownfields Assessment Grant, with eight properties assessed across both public and private sectors. In partnership with the U.S. EPA, the City secured technical assistance for major planning efforts, including the Civic Center Plan—which outlines improvements to City Hall and the surrounding area—and a study of the Third Street SE corridor, focused on housing, transportation, and environmental health and safety.

The grant also enabled the City to participate in the Brightfields Accelerator, a program that explores how underutilized sites—such as Mandan’s former landfill—can be repurposed for renewable energy projects and private investment.

In July 2024, the City requested and received approval from EPA Region 8 to extend the grant through 2025 to complete ongoing work. At this time, new property nominations are no longer being accepted.
